Zhan Jinying, a nearly70-year-old unmarried woman, devotes herself into help poor rural mothers who follow Chinese family planning rules shake off poverty over the past 20 years. [Guangming Daily/Zheng Zilin]

“Being single, I can lead a simple life and I will not be distracted by some household affairs when I am working. Although I have no families and children, I have deep feelings for the local poor mothers and I am a good mother in their eyes,” said Zhan Jinying, an unmarried woman who is devoted her lifetime to help poor rural women shake off poverty.

Zhan was born in Putian, a city in southeast China’s Fujian Province. She gave up the opportunity to land a job with handsome payment in the southeast coastal areas after she graduated from the Futian Normal University, instead, she chose to be a teacher in Taining, a poor county in old revolutionary base areas in northwest China. 50 years passed, a young girl has aged into an old woman aged nearly 70.

Zhan has been help local poor mothers to lead a prosperous life since she became the head of the Taining Family Planning Association 20 years ago. “I am glad to see many local mothers have shaken off poverty and I can’t bear to leave them,” said Zhan, “I never feel lonely despite I did not get married in my lifetime because wherever I go I

will meet some people who treat me as their families.”

Zhan delayed her retirement and now is still working to help local women to alleviate poverty. In spite of the heavy workloads, she felt relieved when she saw the consequences of her hard work. When asked about the ways to reduce poverty, she can respond fluently.

“Lifting local mothers out of poverty has always been the top concern in my mind,” said Zhan, “We don’t have enough money before so we could merely give several hundred yuan to them at the end of the year. They are getting rich until the Happiness Project (a charity project aiming to fight against poverty) was launched here in 2000.”

Wen Yulian at first was a poor woman who was burdened with debt of thousands of yuan in Xiaqu, a town in Taining. She tried her best to improve her livelihood in many ways, but in vain. When she was worried about how to raise money to rear pigs which seemed to be an effective way to move out of poverty 8 years ago, Zhan with her colleagues offered their hands.

Wen received 8000yuan from the Happiness Project as the start-up capital after Zhan learnt that Wen has no money to start pig keeping program during an investigation in Xiaqu. Zhan also help Wen contact a professional pig breeder and recommended her and her husband to learn pig raising knowledge, which helped Wen solve the problems of money and pig-breeding technology.

After one-year hard working, Wen not only paid back all of her debt but had some savings. Given that she had accumulated lots of experience in keeping pigs, she intended to enlarged the cultivation scale. At this moment, Zhan helped her applied for 10,000yuan from the Happiness Project and mortgaged her own property to loan 30,000yuan from a local bank for Wen’s plan.

Now Wen and her husband have established a standardized pig farm with the average annual production of about 2000 pigs and annual income of over 400,000yuan. They not only renovate their house in their hometown and bought an apartment and a car in the county town.

“Zhan is like my mother and all my success must be contributed to her,” said Wen gratefully. Wen was moved by Zhan’s kindness deeply and decided to pass on Zhan’s spirit that she led a dozen of poor women from the surrounding villages to reduce poverty.

The happiest thing for Zhan is to see lots of poor women lead a prosperous life and the Happiness Project brought both economic and social benefits.

According to Zhan, the Happiness Project has pulled back a couple from the brink of

divorce. A large amount of money was squandered by the husband on gambling, leading to many conflicts between him and his wife. Later, the village cadres did some ideological work to the husband and the officials from local family planning department help the couple applied for 2,000yuan from the project. The couple used the money to plant some tobacco and earned about 10,000yuan. Now the couple has set up a store in eastern Chinese metropolis of Shanghai and their marriage life is very happy.

Zhan said one of the family planning association’s responsibilities is to care for villagers’ life, production and their fertility and help them solve relevant problems.

“The country has issued the second-child policy and we must let the villagers feel they are being cared by the government and voluntarily follow Chinese family planning rules.

The Happiness Project has totally allocated over 9 million yuan which benefited approximately 1000 poor families. The local family planning association helped villagers gain over 20 million yuan loan through the small-loan program, benefiting more than 3000 families and helping 95 percent of them shake off poverty. The loan recovery rate and the poverty relieve rate are respectively 100 percent and 95 percent.

Zhan found in her investigations that the small loan ranging 10,000yuan from 20,000yuan could not meet some poor families’ needs. She combined the recipients with some manufacturing bases that suggested the beneficiaries investing their money into the bases and the bases universally lead them to develop the production and gave out bonus to them, which not only ensure the recipients’ economic benefits but enhance the abilities of reducing poverty. Currently 10 bases have been set up and benefit over 200 families.

Over the past 20 years, Zhan called one more than 100 enterprises to donate money to fund the anti-poverty program and tried hard to contact local government agencies including the women’s federations, agricultural and civil affairs departments to help the poor families who follow Chinese family planning rules shake off poverty. Zhan was dubbed by the locals as “a good mother in the red soil”.

出生于福建省莆田市的詹金莺,1964年从莆田师范学院毕业后,本可留在福建沿海就业,她却选择到闽西北最艰苦的革命苏区泰宁县支教,从此在这一扎根就是50年。时间的磨砺下,风华正茂的少女已变为眼前年近古稀的老人。

自1994年担任泰宁县计生协会会长以来,她为这片红土地上的计生贫困母亲倾注了20年的爱心,自己却终身未婚。她说,一个人生活简单,干起工作来也比较利索。虽然没有家庭,但是她与许多贫困母亲都已建立了深厚的感情,更

是她们心目中的好妈妈。“看到贫困母亲脱贫致富,心里很高兴,如果离开她们,心里也会舍不得。现在不管走到哪里,都有人跟我亲近,也不感到孤独,跟所有人感情都一样,很好。”

虽然工作的担子重,但也带来最大的欣慰,詹金莺因此仍未选择退休,面色红润的她在谈起为贫困母亲脱贫解困的途径时,思路依旧十分清晰。

我一直把贫困母亲的事情看得比天还大。”詹金莺说,以前资金不够,只能在年终时给贫困母亲几百块资助,直到2000年,幸福工程项目在泰宁县开始运作,才真正帮助许多计生贫困母亲走上了致富道路。

温玉莲是泰宁县下渠乡上渠村的计生二女户,刚结婚时家里一贫如洗,只有2间土墙泥地的平房,还因结婚欠下了几万元的债务。几经漂泊打拼,仍无法改变贫穷与落后的命运。八年前,当她发现养猪是一个脱贫致富的好项目时,因没有启动资金而一筹莫展。不料,素不相识的县计生协会长詹金莺带领着工作人员主动找上了门,送来了致富的钥匙。

原来,詹金莺在下渠乡开展调研时,了解到温玉莲想发展养猪项目缺乏资金后,及时前来实地考察,之后又为她送来8000元的幸福工程资助款,还帮她联系沙县养猪协会会长陈涛,介绍她们夫妇去“拜师学艺”,使温玉莲有了养猪的资金和技术。

温玉莲夫妇俩怀着感激之情,坚持起早贪黑,辛勤劳作,经过一年多的经营,不但还清了原有债务,还略有节余,在养猪技术上也积累了成功经验。尝到了甜头的温玉莲夫妇信心更足了,便合计着扩大养殖规模。詹金莺知其想法后,决定再次帮她,为她协调幸福工程资金1万元,并且将自己的房产证作抵押,为她担保3万元小额贴息贷款,还经常上门走访,确保项目发展。

有了资金,温玉莲夫妇更加辛勤耕耘,终于在养猪上开辟了一条致富的渠道。如今,温玉莲建起了占地面积15亩的标准养猪场,年出栏成品猪2000头,年收入40多万元。她不但把老家的土平房翻盖一新,还在县城购买了一套建筑面积近200平方米的房子,买了小车。

“詹会长就是我的妈妈,没有她就没有我的今天。”温玉莲十分感激詹金莺“妈妈”的关怀和帮助,便怀着感恩之心,带动了周边乡村10几户贫困母亲劳动致富。

贫困母亲脱贫致富,是我们最开心的事情,幸福工程对贫困母亲的帮扶,除了经济效益,还有社会效益。”詹金莺提起她帮助过的另一个二女户,以前丈夫不怎么爱干活,喜欢赌博,结果造成家庭矛盾,夫妻处在离婚的边缘。“了解到这个情况,乡镇上门做了一些工作,他不再赌博,后来计生干部替他担保,给他2000元资助,他们种了2亩烟叶,赚了1万多,后来房子也盖好了,又去上海开店,现在一家人关系很好,妻子很高兴,说幸福工程挽救了我们的生活,能够给群众办一些实事,我们心里也暖洋洋的。”

詹金莺说,计生协会的一个主要责任就是服务,关心计生家庭的生产、生活、生育,有什么问题就帮助他们解决。“特别是现在单独两孩政策出来了,在计生转型的过程中,不能强制性执行政策,主要是以情感人,让这些家庭感受到党和人民对他们的关怀,就自觉执行计生要求。”

她介绍道,泰宁县的幸福工程款原本有275万,经过这些年的运作,累计投入资金共900多万,帮扶了约1000户计生困难户;计生协会给贫困母亲创业提供的小额贴息贷款则累计 有2000多万,3000多户受益;项目的成功率和资金回收率都达到100%,脱贫率也高达95%。

詹金莺在调研中还发现,1-2万元的小额资助满足不了部份计生户生产发展的需求。于是借鉴外地经验,她大胆创新了“基地+计生贫困母亲”的帮扶模式,即将资金整合、捆绑使用,由受助母亲带着资金入股到某基地统一使用,由基地带动受助母亲发展生产,年终受助母亲参与分红,这样不但确保了资金安全高效运转,还能增强救助能力。目前,共培育了10个计生户生产发展示范基地,有200多户计生户受益。

20年间,詹金莺秉持着“勤跑腿、磨破嘴”的信念,为筹措资金深入了百余个单位倡议募捐,带着腰疾在乡村各个角落的贫困家庭里留下了深深的足迹,想方设法与妇联、农办、民政等部门联手,重点扶持农村计生二女户和计生贫困户,发展“投资少、见效快、风险低、收益大”的“短、平、快”项目。20年的奉献让詹金莺被当地群众喻为“红土地上贫困母亲的好妈妈”,而她仍在不遗余力地书写着一串串幸福的音符,为许许多多计生贫困母亲开辟了幸福的港湾。

Xiao Xingying, from Anshun City, in the mid-west of Guizhou, who only ever attained a junior middle school level of education, became locally famous for her kindness and has been dubbed “Leifeng Mom.” Lei Feng was a young Chinese soldier in the 1960s, known for devoting almost all of his spare time and money to selflessly helping the needy.

Xiao adopted her first abandoned child in 1997, who was diagnosed with cerebral palsy and died five years later. Xiao named him Qiang, meaning strength in Chinese, hoping that the baby would be strong enough to face the inevitable difficulties she expected him to face in life.

“Despite massaging and bathing him every day, he still died,” Xiao recalled sadly, “But I would like to believe that miracles can still occur to these poor children.”

Another child suffering from cerebral palsy who spent six years bedridden can now walk all by himself as a result of Xiao’s considerate and persistent care.

With her status as a suitable guardian granted by the local civil affairs department, Xiao adopted eight more abandoned children in 2002. This number had surged to 80 by 2006. People in neighboring villages heard of her kindness, and some even came to leave their babies at the gate of Xiao’s home.

The local government gives each of these adopted child 600 yuan (U.S. $98) per month to satisfy their basic living needs, and Xiao said she surnamed all of them Min to enable the children to remember that it is the people that nurture them.

Xiao said that the happiest thing for her is to receive greetings from her children who are currently working in cities.

“Although I was so busy caring for all my kids that I had no time to attend any parties for classmates’ reunions, and I have distanced myself form my relatives over the past decade, I don’t regret anything,” said Xiao.

“All people who know her regard Xiao as a kindhearted person,” said Li Chu, who works for a local government agency.

Now five of Xiao’s adopted children have been able to attend primary schools, and an 18-year-old girl is working in south China’s Guangdong Province.

“作为两个孩子的妈妈,我看到这个被遗弃的孩子,心里很不忍,决定自己收养他。”肖兴英当时的想法从此改变了自己的生命轨迹。

“民强”是肖兴英收养的给第一个孩起的名字,希望他以后能坚强的面对生活。

“每天给他按摩、洗澡,坚持了5年,但他最终还是离开了人世。”肖兴英回忆起民强时,心情依旧悲伤。

肖兴英好心肠的名声一时间传遍周边的村寨,后来有人直接把孩子放在她家门口。

2002年,经民政部门的同意,她家里收养了8个弃婴。到2006年,一度达到80多人。所有的孩子有一个共同的姓“民”,她想让孩子们记住是人民共同养育了他们。

“这个世界上,我相信有苦难,但我更相信奇迹。”肖兴英说,一位在床上躺了6年的“脑瘫儿”有一天突然能扶着床沿走路了,她还清楚记得那天是2013年10月10日。

先天兔唇患儿民育亚在孩子中能一眼就认出了,因为兔唇修补手术,让他的脸型和其他孩子有些不一样。是所有孩子中最调皮的一个,一提到妈妈,脸上就露出笑容。当记者问道他好不好时,他一个劲的点头。

今年18岁的民兰兰也是肖兴英收养的一个弃婴,现在广东打工,逢年过节总是忘不了问候肖兴英。接到兰兰或者其他孩子的电话,是肖兴英最幸福的事情。

从开始收养第一个孩子,肖兴英觉得自己最亏欠的就是丈夫。照顾孩子占用了自己大部分的时间和精力,“要是没有丈夫的支持与理解,肯定坚持持不到现在。”

“和亲戚关系疏远了,十几年间一次同学聚会没有参加过。”说起这些肖兴英觉得有些遗憾,“但是每个人活法不同,我不后悔。”

“认识她的人都对她只有一个评价,心地善良。”安顺市西秀区创建办工作人员李楚因工作关系和肖兴英接触次次,感受颇深。

“民政部门给每一位残障孩子每月都有600元低保,让孩子们能维持基本的生活。他们也有城乡医疗保险,生病的时候能少花点钱。”李楚介绍说

在民政部门的领导和社会爱心人士的帮助下,肖兴英的“爱心之家”先后走出了的7个身残志不残的青年;还有5人在小学读书,变成为品学兼优的学生;其他有因为年纪太小和身体状况,正在接受启蒙教育。

“年纪大了,不知道还能管他们多久,希望他们以后能像正常人一样的生活。”这是肖兴英最大的愿望。

A big fire broke out in the forest in the southwest of the United States late in November, 1992. The fire was caused by a young worker smoking carelessly in the forest.
