2015年瓯海区中考招生政策变化解读

根据省、市2015年中考中招相关政策要求，瓯海区今年的中考、高中招生政策出炉。相比去年，今年我区的中考中招政策有了一些新变化（完善和调整），如首次倡导普高县域内招生按平行志愿录取、特长生统一专业测试，公办普高全部取消择校生招生，2015年秋季入学的初中学生，将不再享受中学生艺术特长水平测试A、B级的加分政策等。更加注重公平、规范、自主。
变化一：公办普高取消择校生
根据省教育厅的规定，2015年起全省公办普高全部取消择校生招生，公办普高只招公费生，再没有自费生、择校生等招生。 变化二：首次实行公办普高招生按平行志愿录取
借鉴高校招生录取办法，市局首次提出普高县域内招生按平行志愿录取。依靠市中招管理系统平台的技术支撑，我区四所公办普高的公费生（含定向）今年全部实行平行志愿录取，学生可以按规定填报多个志愿，由中招管理系统根据招生计划、学生志愿、学生升学考试成绩和综合素质评价结果择优录取。学前大专班和特长生在平行志愿前录取。
变化三：民办普高跨县域仅限招生人数
新招生政策允许民办普高可以有40%以内的招生计划向县域外招生，民办普高跨县招生由学校直接在温州市中招管理系统平台上自主录取;取消民办普高跨县规模招生的计划报批，仅对民办普高跨
县招生总人数予以控制。我区三所民办普高区域内招生，不填报志愿，由学校直接在温州市中招管理系统平台上自主择优录取。 变化四：全区统一组织特长生专业测试
经市、县教育局核准的普高特长生招生计划和招生方案(包括招生学校、招生项目、招生人数、报名要求和录取标准等)，要求向社会公布。此外，特长生招生的专业测试由区教育局统一组织，特长生录取根据考生专业测试成绩和升学考试成绩择优录取。特长生招生其升学考试成绩最多可在公办学校统招分数线下降60-80分内录取。对达到国家二级运动员水平的体育特长生，根据实际情况，经招生学校申请、区教育局同意后, 其升学考试成绩可在生源地最低控制线下100分内照顾录取。
我区普高特长生招生将于5月中下旬统一组织专业测试，在测试后预录取并公示。被预录取的考生按其升学考试成绩及降分办法，在平行志愿录取前正式录取。
变化五：新居民子女可参加普高录取
今年温州市市外户籍初中毕业生参加我市初中毕业升学考试者，都可以参加中等职业学校和民办普高的录取，，若参加公办普高录取，还需同时满足以下三个条件(1)具有我区初中电子学籍和初中学校三年连续完整的学习经历;(2)学生父母其中一方或法定监护人在我区范围内已取得《浙江省居住证》或《浙江省临时居住证》一年及以上，并在我区范围内取得工商执照或与用人单位签订一年及以上劳动合同(时间截至2015年3月份);(3)学生父母其中一方或法定监护人在我区范围内缴纳养老保险费一年及以上(时间截至2015年3月份)，且有相对固定居所(含租赁)。
变化六：长跑和排球项目评分标准有微调
今年体育考试项目依然是必测1项（长跑）、选测9项中选3项，每项最高分为10分，合计40分。每位考生必须在同一半天时间内完成4项体育考试（游泳除外）。今年的必测项目男生1000米、女生800米跑评分标准有微调，选测项目排球的测试办法、评分标准有调整，其余各项评分标准及免考与缓考等均依照原标准执行。
变化七：报名和考试时间有变化
报名时间调整。一是今年本区初中学校应届毕业生中考报名时间为3月16-20日（去年3月3-7日），二是瓯海区户籍的市外就读要求回我区报考和录取的考生和瓯海户籍的历届初中毕业生都于3月16-20日到户籍地初中学校报名，三是在市内其他县(市、区)就读、要求回瓯海区参加高中录取的考生在3月25日前到户籍地初中学校进行报名确认。
考试时间调整。2015年中考各考试科目、要求保持不变，文化考试和体育考试总分依然是690分。今年中考体育考试时间依然在4至5月份，具体时间见区教育局文件，全市英语听力口语考试时间在5月9-10日（去年4月28-29日），文化科目考试在6月13-14日（去年6月5-16日）举行。
变化八：温州中学部分招生计划实施”三位一体“招生
今年我市所有普高将不得组织提前自主招生。经市教育局批准，同意温州中学今年面向全市采用“三位一体”办法自主招生160人(其中面向市直学校和鹿城区招生40人，瓯海区6名计划，2名备取)。温州第二高级中学不再组织自主招生。各县(市、区)原则上不
组织“三位一体”自主招生。
变化九：明年起中考政策调整提前告知
一是特长生加分。本着“老生老办法、新生新办法”的原则，逐步参照高考取消加分。今年中考特长生加分项目和分值与去年保持一致，根据国家有关政策，从2016年起将逐步对中考特长生加分政策进行调整，今后考生在艺术、体育、科技等方面的获奖和考级等情况将纳入考生综合素质评价体系。2015年秋季入学的初中学生，将不再享受中学生艺术特长水平测试A、B级的加分政策。
二是中考命题。中考试卷的省定难度值区间为0.70至0.75之间，今年我市中考试卷难度值会继续向0.70接近。2016年初中毕业考试和升学考试继续实行两考合一，将遵循分层命题的原则，设置基础题和加试题，一卷两用，兼顾初中学业水平检测功能和高中招生选拔功能。
变化十：温州市外就读，未回温参加升学考试者，可参加民办普高录取
在温州市外就读学生，未回温参加升学考试者，普通高中原则上不予录取。如确需回原籍就读的学生，可根据在外地中考成绩按比例折算后，参加民办普通高中录取;我区公办普高学校招生有余额的也可否参加公办普通高中录取。

We’d better develop our interest in English at the beginning of our study. To develop interest in English study is not very hard．We may have the feeling of satisfaction and achievement from our English study when we are able to say something simple in English, talk with others or foreigners in English and act as others’ interpreters.
Plans are always very essential, so we must make some elaborate（精心的）and workable plans before study．And we should certainly carry out these plans to the letter.
Notes should be made whenever we study any book．We may follow this advice: Don’t read a book without making notes．As we know that notes are the summarization, the core content, our understanding and the abbreviations of the books.
