Abstract. Student’s administration system in college and university has long been the problem of great concern and needed urgent improvement to the administrators for college students. This is especially the case for higher vocational colleges, which have such construction problems as enrollment, discontinuity of one’s schooling, and credit, etc in student’ s management. In addition, student’s ideological education is not mature enough. This paper makes analysis on school’s existing practical problems and makes explorations on some basic ideas and suggestions on the student’s administration system construction of higher vocational colleges and the existing problems in the ideological and moral cultivation.

Institutions of higher learning independently work out teaching plans, select and compile textbooks and organize activities of imparting teaching in accordance with the requirements of teaching.

3. Some Suggestions on the Administration System for Higher Vocational College Students
Focusing on the above mentioned problems, I think that we could try the following points based on the perfect basic systems.

It shall implement the line and policies of the Chinese Communist Party, adhere to the socialist orientation of running the institutions, exercise leadership over ideological and political work and work related to morality in the institutions, hold discussions and take decisions on the set-up of internal organizational structures and candidates for the persons-in-charge of internal organizational structures, hold discussions and take decisions on such major matters as the reform, development and basic administrative rules of the institutions to ensure the completion of various tasks centred round training of talents.

3.4. On the psychological healthy education work team construction
The teachers should enable students to systematically master the basic theory and basic knowledge necessary for the respective discipline and specialty, master the basic skills, techniques and related know-how necessary for the respective specialty and acquire initial capability for the practical work and research work of the respective specialty.
