  Abstract.Currently, the most important task for the reform and development of higher vocational education is strengthening intension construction and improving the quality of education and teaching. Several measures are timely formulated by the Nursing School of Binzhou Polytechnic on the construction of innovative educational platform and the improvement of the nursing education and teaching quality in accordance with the document Design Program for the National Backbone Higher Vocational Schools. In this paper, a conclusion is drawn up by the author on the implementation of the document in the form of achievement summary.

  1.Introduction
  The quality of teaching is the lifeblood of higher education. In recent years, the Ministry of Education of China made an explicit proposal that it was necessary to strengthen teaching management, deepen teaching reform, and improve teaching quality.
  For a long time, top priority is always given by the Nursing School of Binzhou Polytechnic to the improvement of teaching quality, and simultaneously the road to the construction of intension and the steady improvement of teaching quality is insistently kept by it.
  
  2.Significance of Intension Construction
  Intension construction is not only the core for the development of the school, but also loads the development quality and level of the school. The goal of intension construction lies in the improvement of teaching and education qualities.
  For this reason, it is not only an inevitable trend of school development but an inevitable course for school to stride forward a higher level to take the road to intension construction and comprehensively improve educational quality and level.
  
  3.Specific Measures for Strengthening the Intension Construction
  Intension construction is a systematic project, which has a close tie with school development, and also represents the core elements such as infrastructure, faculty, training bases, and specialty construction of school education. Therefore, it is highly necessary to take powerful and unconventional measures with a clear program, aiming at making an enhancement to educational quality and level.
  Focusing on the document Design Program for the National Backbone Higher Vocational Schools, the Nursing School gives priority to the center position of teaching, aiming at improving the teaching quality of nursing, continuously deepening education and teaching reforms, and creating a nursing brand. As a result, the teaching quality can be steadily improved.
  
  3.1.Carrying out skills competition to promote the reform of the evaluation model for students
  According to the requirements proposed by the Polytechnic, teachers were organized for making analyses on all levels of competition projects in nursing over the years, and therefore, the competition project teaching reform program in courses of nursing was timely accomplished; the overall teaching reform program for all courses of nursing was formulated; the provincial or above competitions at a high level were selected as prepared competition projects according to the competition situation in the previous years; the students and teachers who have took part in provincial or above competitions were respectively selected as the contestant candidates and instructors according to the achievements of the teachers and the actual situation of the students in the previous time.
  In the mean time, it is necessary to make a change to the evaluation methods for students, and enlarge the proportions of process evaluation and skills competition in the total score of courses: (1) process evaluation accounts for 20% of the total score, and is conducted mainly based on students" classroom learning, homework completion, as well as assignment completion; (2) theory evaluation accounts for 30% to 40% of the total score, and is implemented at the end of semester; (3) Skills competition scores account for 40% to 50% of the total score, and this requires that skills competition projects and their results should be prepared for each course. Therefore, evaluation on the skills of students can be comprehensively implemented before students attend practice.
  3.2.Realizing the construction of integrated teaching and research office by actively carrying out teaching
  According to the requirements of the Polytechnic, the Training Teaching Building 2 with an area of 100m2 was selected by the Nursing School as special site for pilot construction; the facilities such as hospital beds, models, meeting table, bookcase, computers and projector were equipped and also 100 volumes of professional books, magazines, teaching materials, and teaching auxiliary materials were purchased.; at the same time, special personnel part-time administrators were assigned in charge of the teaching and research office; teachers were necessarily arranged to take turns at keeping watch. All these can properly meet the needs of teachers on focusing on the preparation of lessons, making discussions, and carrying out training classes and observations.
  3.3.Changing teaching methods and means, and integrating teaching, learning and doing
  It is imperative to make a change to the existing teaching methods and means, and integrate teaching, learning and doing, thus strengthening the teaching methods reform targeted at training the professional ability of students, and also changing the teaching model centered at school and classroom.
  The PBL was applied by the Nursing School for the implementation of teaching reform, in which the situational and role playing teaching methods were introduced. Situational teaching was designed according to the actual clinical care situations, and then was implemented based on the nursing work flow "display case of illness→ analyze case→ find out problems in health→ select nursing interventions→ make care plan → implement plan → make observations and records → analyze evaluation".
  Based on nursing characteristics, job requirements and work flow, it is necessary to promote the teaching model integrating teaching, learning and doing. Pilot reform was first made to the two courses Fundamentals of Nursing and Maternal-child Nursing, which have been well-improved. The task-driven and project-oriented teaching model reform integrating teaching, learning and doing was conducted in training room. In this process, the integrating teaching was gradually developed using the key courses to lead other major courses, and the teaching reform integrating teaching, learning and doing was deepened further.
  In addition, to make the integration of teaching, learning and doing truly implemented, teachers in the teaching and research office of fundamental medical science specially invited anatomy experts from Binzhou Medical University for giving guidance to them in making two human teaching specimens.
  3.4.Changing teaching organizational form
  It is necessary to change teaching organizational form. According to the teaching characteristics of nursing and the cognitional laws of students, the teaching organizational form (clinical practice is progressively made by stages) was implemented in 2001, for the ultimate purpose of enhancing the utilization of teaching resources as well as the teaching effectiveness.
  In the first semester of enrollment, the teaching of clinical practice was conducted among freshmen. Through the seminars between students and teachers, it was agreed by everyone that the reform was highly necessary because the professional awareness of students was strengthened by it, the thirst for knowledge was stimulated, and also the nursing learning was greatly promoted.
  3.5.Making two-way cooperation between school and enterprises, and strengthening the construction of full-time and part-time teaching staff
  With the purpose of better exerting the roles of part-time teachers and improving the quality of personnel training, the one-to-one (a part-time teacher and a full-time teacher) teaching method was adopted by the Nursing School for the implementation of classroom teaching. In the process, the teaching reform and the teaching of all core nursing courses were jointly implemented by full-time and part-time teachers all the time, but the roles of these teachers had changes according to the requirements of the different teaching projects. Through an adjustment to the roles, the strengths and advantages of full-time and part-time teachers were played respectively: part-time teachers were responsible for the teaching of practices, and integrated the existing standards and cases of enterprise into teaching; full-time and part-time teachers make exchange and communication with each other, and jointly formulated training programs and evaluation standards. In such a way, the teaching process of part-time teachers was standardized, and also the practical ability of full-time teachers was greatly improved.
  3.6.Enhancing the professional teaching ability of teachers by using the construction of quality projects as carrier
  At present, the Nursing School has developed into one of the core members of teaching resource pool in nursing. Also, the schools has been invited by the Ministry of Education to be the primary host unit for the construction of the course Rehabilitation Nursing (a project of teaching resource pool in the nursing of higher vocational education), the second host unit for the construction of the two courses Medication Nursing and Child Nursing, and a member of the units for the construction of the course Maternal-child Nursing; three teachers were appointed chief editors of the teaching resource pool planning textbooks in the nursing of the national higher vocational education.
  In 2011, five excellent courses, namely Maternal-child Nursing, Community Health Nursing, emergency care, Rehabilitation Nursing, and Psychological Nursing of the Nursing School successfully became a group of excellent Shandong provincial courses. The majority of teachers and students updated their own ideas, learnt new things, accumulated experience, and enhanced ability through the participation in the construction of projects.
  3.7.Attaching importance to the construction of teaching management team
  The Nursing School attached high importance to the selection and training of excellent talents with both ability and political integrity, allowing them to enter all levels of teaching management positions and making teaching management team reasonable in structure, high in quality, and highly efficient in work. In the mean time, all kinds of rules and regulations regarding the management of teaching have been established. For example, teaching work flow, teaching examination system, substitute teacher and class-adjustment rules, daily teaching record management system, teaching errors and temporary rules on teaching errors and accidents have been made. All teachers are required to work strictly according to these rules and regulations. As a result, daily teaching and management can be earnestly done.
  At the same time, the quality standards for all teaching links, the teaching quality monitoring system and the evaluation system have been well improved, and also experts" supervision and students" evaluation on the teaching of teachers have been implemented; the quality control measures such as teaching orders, teaching documents, teaching progress examination and teachers quantification evaluation are taken for promoting teachers to place their main energy into teaching. Therefore, a good teaching style can be generated, and also the education and teaching quality can be greatly improved.
  
  4.Conclusion
  With the purpose of developing higher vocational education, it is necessary for higher vocational colleges to regard the comprehensive improvement of teaching quality as the key point, and also take initiative to serve for society. Therefore, they can ensure higher vocational education sustainable and healthy in development when promoting the improvement of teaching quality in an all-round way.
  However, Rome was not built in one day. Therefore, it is never an easy task to carry out the intension construction in higher vocational colleges. It is a process needing a continuous accumulation, development and improvement. To carry out the intension construction, it is necessary for teachers in higher vocational colleges to tightly focus on teaching quality, and also make great efforts to teaching management, major construction, teaching staff, production and learning cooperation, graduate students quality, and graduate student employment in an all round way.
