  Abstract.2011 is a key year to implement the "twelfth five plan". For a very long time, the management departments of China"s electronic information industry have always insisted on applying the management methods and means of the innovation industry, and hence have created a very good environment for the development of the electronic information industry of China. At present, it is highly necessary for China to attach higher importance to the breakthroughs of the key technologies of the most important areas, lay a solid foundation for the development of industries, deepen the application of the information technologies, make the internal and external demand markets balanced in development, implement optimization on the industrial layouts, put forth effort to the core competitiveness of the industries, and continue to lead the industries to extend to the high ends of the value chains. In this paper, based on the innovation of the electronics manufacturing technology, the author carries out a preliminary study on the training of the core competitiveness of the electronics information industry.

  1.Introduction
  The national seventeenth congress of the Chinese Communist Party pointed out that it was definitely necessary to pay more attention to the improvement of the independent innovation ability, the energy conservation and the environmental protection and the overall quality of the economy as well as the international competitiveness.
  The electronics information industry is in the leading position of the high-tech industries. For this reason, the development and growth of the electronics information industry are inseparable from the technological innovation.
  As long as the electronics processing technology attains an innovation, the transformation of China from a large country of electronics information industry to the great power of the electronics information industry can be realized.
  
  2.Development Process of the Core Competitiveness of the International Electronics Information Industry
  The period from the 1970s to the 1980s was the industrial age, which was orientated at production. In this age, Japanese manufacturing industry aroused a manufacturing technology revolution and made the well-known enterprises that produced the world"s brand products emerge such as SONY, Panasonic and Canon.
  Electronic Manufacturing Service (EMS) is one of the business models of the electronics manufacturing industry. It was first proposed by ABC Company in the world, and the ABC Company a high-tech enterprise in the United States.
  At the same time, the ABC Company is one of the enterprises that can exert a great influence on the supply chains of the high-tech industries in the world. The products, which are manufactured by the ABC Company, include the electronic products such as the communication terminals, the base stations, mobile phones and desktop and laptop computers.
  In recent years, the ABC Company and a great number of the other enterprises have put forward the electronics manufacturing services together.
  The concept of EMS gives full consideration to the core competitiveness of the today"s high-tech enterprises and especially the electronics manufacturing enterprises in the scientific research, marketing and brand management, and simultaneously tends to develop towards the outsourcing of the manufacturing industries.
  
  3.Electronics Processing Technologies
  The so-called electronics processing refers to the manufacturing process of the electronics products, including the manufacturing processes of the components and assembling components to completing an entire machine.
  The providers of the professional electronics processing solutions develop the science and efficient electronics manufacturing solutions through the researches of the electronics processing technologies, and apply these solutions to the manufacturing of the different electronics products in accordance with the twelve major electronics processing technologies (the welding technology, the bonding technology, the paste technology, the fastening technology, the lubrication technology, the testing technology, and the measurement technology, ESD technology, and the purification technology, the SMT technology, the optical technology and the environmental technology).

  4.Core Competitiveness of China"s Electronics Information Industry

  However, it is highly necessary to possess the lean production capability of the entire enterprise for the purpose of realizing such a competition. This gives a perfect expression to the secret of the saying (detail is the key of success).
  Cost is a factor, which exerts the largest influence on the electronics manufacturing industry at the present time. When there is a stagnant market or the supply exceeds demand, this point is especially important.
  With the purpose of carrying out a control on the costs, the electronics manufacturing industry makes every effort to seeking the low-cost solutions.
  However, the electronics manufacturing industry in Taiwan has the ability to meet the needs of all kinds of the electronics manufacturers through the low-cost images; the low cost is just the reason for the increasingly closer connection between the electronics manufacturing industry and all kinds of the electronics manufacturers of Taiwan from the high quality and the low prices to the supply chains at the present time.
  According to the statistics about the electronics information industry of China, the market capacity of each year is not less than two trillion RMB, and the annual increase rate of the electronics information industry is not lower than 20% in the upcoming five years.
  For this reason, what the electronics manufacturing industry is confronted with is a market that not only contains a huge potential and also can realize a rapid development.
  
  5.Industrial Quality and International Position of China"s Electronics Manufacturing Industry
  Quality sources from the manufacturing process. For this reason, it is highly necessary to give full consideration to the product quality in the designing process, the work flow and the manufacturing process and establish a defect-free quality assurance system (i.e. manufacturing the products with high quality in the first time).
  The lean production requires the electronics manufacturers to implement a low-inventory and continuous flow. Imagine if there is something wrong with a link, all of the following links will come to an end.
  If an electronics manufacturer is a strong power in the supply chain, it is definitely necessary for it to undertake the role of the leader to integrate a lean-production supply chain so that both sides can be benefited.
  The providers of the electronics manufacturing solutions will ultimately serve for the specific effects that the electronics manufacturing enterprises can obtain. The specifics are shown in the following.
  5.1.Improving the overall efficiency
  The overall efficiency can be improved. Generally speaking, the scientific electronics manufacturing supply chain can make an increase of 20% to the production efficiency.
  There is a common belief among the general enterprises that the electronics manufacturing services are the supplies of the electronic tools.
  However, as the electronics industry attains an updating without a stop, the services of the electronics manufacturing supply chain have encountered a great change.

  The cultural structure, the ways of thinking, the writing features and the application forms decide that it is highly necessary for the development of Chinese electronics manufacturing industry to make a transformation on the common contents with the foreign countries and hence adapt to the characteristics of China.
  Hence, the needs of Chinese electronics manufacturing industry on originality and value-addition are in emergence. The unbalanced developments of the different areas in China generate a ladder-oriented and layer-oriented development structure of Chinese electronics manufacturing industry. Subsequently, the overall demand continues to increase.
  The largest population of China in the global electronics will change into the most direct users of the electronic products, and simultaneously can generate the huge demands that are incomparable by others at market.
  In the future two decades, the electronics information industry will achieve an average growth rate of 32% in China, and will change into the fastest growing industry in the world.
  In addition, there are abundant human resources in China; the labor costs are relatively in a low state. For this reason, China is in the stage in which the global electronics information industry transforms from an innovation-driven industry to a cost-competitive industry.
  Therefore, this situation makes China change into the electronics manufacturing, research and development center in the world.
  Thus, the electronics manufacturing model that sources from the electronics manufacturing industry has a broader development prospect in China.
  Importantly, the opportunity sources from the electronics manufacturing industry. The electronics manufacturing industry is one of the industries that have the largest potential in the electronics manufacturing industry.
  In the mean time, the strong momentum of the great development of the electronics manufacturing industry of China has been proved by the decisive position of the electronics manufacturing industry of China in the world.
  
  6. Conclusion
  The integration supply chain of the electronics manufacturing is a momentum of the development of the electronics manufacturing services enterprises.
  In fact, the integration supply chains of the electronics manufacturing are the integration suppliers in the electronics manufacturing supply chains, and cross the whole process from the electronics manufacturing solutions, the technologies, the materials, the sales and distribution, the dispatching, the warehousing to the post service and involve a great number of the independent functions and institutions such as manufacturers, suppliers, transporters and distributors at the same time.
  The integration suppliers in the electronics manufacturing supply chains will make a great number of the great changes to the electronics manufacturing supply models of the previous time, and hence make the links in the intermediate process reduced. It requires the partners within the integration supply chains to work together as whole and carry out the exchange in information with high frequency and meet the demands of the clients.
  In other words, it is necessary to make responses to the changes of the market.
  In recent years, China"s comprehensive national strength has attained a high increase. Therefore, the good development environment as well as the abundant human resources has promoted China to convert into the world"s electronics manufacturing centre.
  In the mean time, the requirement of the proximity supporting system gives rise to a huge market space to the electronics manufacturing industry of China.
  In a manner of speaking, as China has converted into the world"s electronics manufacturing center in recent years, the electronics manufacturing industry shows its potential for development at market with each passing day.
  In addition, it is imperative to make an enhancement to the training of the core competitiveness of the electronics information industry based on the electronics processing technologies.
